Bug Fix: NFS/EFS File Watching

• PollingObserver for network filesystems:
  Replaced watchdog's default Observer (inotify-based) with PollingObserver (stat-based polling). inotify does not fire events on network filesystems like NFS and AWS EFS, causing TraeSync to miss configuration file changes. PollingObserver works reliably on any filesystem by periodically checking file metadata.

New Feature: Health Check Endpoint

• Optional Health Check:
  TraeSync now includes an optional /health HTTP endpoint powered by Flask. Set the HEALTH_CHECK_PORT environment variable to enable it. When enabled, a lightweight Flask server runs in a background thread, returning {"status": "healthy"} on GET /health. Ideal for container orchestration health checks (ECS, Kubernetes, etc.).

• Dependency Fix:
  Pinned werkzeug>=2.0,<3.0 to resolve an ImportError caused by Flask 2.0.1 incompatibility with Werkzeug 3.x.
