Making ParameterBag more flexible

This release introduces no breaking changes.

The purpose of the new release is to introduce the ability to set the value of a parameter more than just a string. This has dropped some type hinting as it is a mixed type now, but means ParameterBag can now be used as an embedded key value store on classes.
