SpinalML v0.1.4

Description

These are probably the most stable prebuilds in the project.
As many bugs as possible have been fixed, and the code has been generalized to support both ASICs and FPGAs in the future.

This version is released prior to the addition of DDR support.

Basic commands:

spinalml setup
spinalml -h

Description:

This is the first version of spinalML that includes precompiled builds for five platforms. This allows users to greatly simplify their daily use of spinalML with the following commands:

spinalml setup
spinalml -h

The source code is also included.
