Build process switched to podman/buildah from docker for true OCI images
Default image switched to .NET Chiseled from Azure Linux Distroless as it is smaller with same effective result (Azure Linux Distroless still available)
Switched to dotnet/runtime-deps + self-contained PowerShell for slightly larger image size but 50% faster startup time
ARM64 builds now generated
Multi-Arch Manifests now generated and arch-specific tags dropped
Manifests now include both gzipped and zstd:chunked compressed images
