Includes KLayout/klayout#2425 (merged 2026-08-20), fixing a real regression in 0.30.10 where the DRC separation() operator spuriously flagged fully-overlapping regions.

Replaces the hand-maintained or-tools/klayout overlay with a pin to our own integration branch, which also picks up openroad 26Q2 -> 26Q3 (fixes GRT-0183, a heap-underflow crash during antenna-repair routing that broke the last wafer.space signoff run) and klayout 0.30.11 (fixes a real DRC separation() regression in 0.30.10, KLayout/klayout#2425).
