Adds installed report commands:

  • rulechef-report --rules rules.json --data gold.jsonl --out report.html — browsable HTML report of a ruleset vs gold data (per-rule TP/FP highlighted in context)
  • rulechef-savings --rules rules.json --traffic traffic.jsonl --cost-per-call 0.002 — branded report of how much observed LLM traffic the rules could take over
