v1.3.0 — asset audit remediation

Ten PRs since v1.2.0 (#33–#42). Six of them remediate a full audit of tasks/,
skills/ and templates/.

Consumed surface grew: tasks/setup-second-brain.md and
tasks/relocate-project-reference.md added; nothing renumbered, renamed or reused.

skills/ shrank from eleven to eight: backlog, project-analyzer and html-report
retired. security-review now loads its four mutating phases on demand, with its
phase numbers unchanged because 12_SECURITY.md cites them.

Includes an erratum to v1.2.0: that release recorded a redaction that had not
fully happened.
