Bug fixes

• Fixed a false-positive Unexpected TargetingOperator: null error log when the SDK loads a configuration containing a BROWSER or SDK_LANGUAGE targeting condition without a version. Such conditions are valid and were evaluated correctly; only the log message was spurious.
