Update handling added

• Installed and remote versions are now being compared
  • User will be prompted should a newer version exist and 'selected_version' in 'config.dat' not be set to 'latest'
• Installed and 'selected_version' versions are new being compared
  • User will be prompted should 'selected_version' not exist or not be found, notifying them of the discrepancy
  • User will be prompted should 'selected_version' be found and asked whether they want to down-/upgrade
• Windows support not guaranteed, may need to be adjusted and is thus only a minor change as revisions are likely to follow

0.1.1: - Added configuration to BetterExceptions

• Added configuration to BetterExceptions
• Layed the foundation for a GUI version of the exception display using NativeWindows which may be enabled using 'use_gui_handler=True' in config.dat
• Slight updates to GithubUpdateHandler.cs however the old problem of not being able to overwrite files remains
  • Overwriting files may be unneccessary as one could rename the module dll to 'BetterExceptions{Version}.dll' and modify SubModule.xml, upon launch any dll with an older version could then be removed
  • Removal of old files should probably be voluntary and be decided by the user through a prompt or config setting(more likely as only developers would probably keep old versions)
