Every always-loaded rule now carries a verifiable enforcement tier — or an honest label that it has none.

  • ADR-011 (PR #352): §13 ADD-Gate grandfathering ends for the four phase-entry surfaces. 112-row semantic census with per-row backing citations (T1=39 / T2=21 / NONE=52 honestly labeled); clean deletions = 0 — the honest result; two false gate advertisements removed, three duplicates merged; ADR-008 safety fence byte-identical.
  • Directive-count ratchet (tests/ci/test_directive_count_ratchet.py): cap-at-today baseline — CI fails only on growth; lowering is rewarded. Count is an outcome, not a target (150–200-range correction supersedes the original <85 goal).
  • Eval integrity: chat-language protects-tag re-mapped + bound; validator parity divergences fixed (PR #354) and tracked (backlog #140/#141).
