  • Zero opens is not a PCB release gate by itself.
  • Release PASS requires revision-consistent source/derived hashes and explicit connectivity, DRC, power, visual, DFM, and sourcing evidence.
  • CPL review distinguishes every physical pad instance, side, mirror, pin 1, fractional rotation, origin, and translation; browser-only edits are invalid.
  • Substitution, assembly placement, final price, and payment approvals remain independent.
