End of 2020

This release works on all spawn years through 2019. For the Upper Columbia, at Priest Rapids Dam, beginning in steelhead spawn year 2020, there were changes made including adding a site, renaming a site and deleting a few sites, meaning future releases may not work with previous years' data.
