v1.10.4: fix(notifications): gate native plugin path on dart:io Platform too

The widget test runner reports defaultTargetPlatform == android even on
a Linux host, and 1.10.4 made Android use the native notification path.
That meant SecurityWarningDialog test re-tripped the plugin's
"Android settings must be set" runtime error during initialize() and
the AndroidFlutterLocalNotificationsPlugin.requestNotificationsPermission
call. Adds a parallel dart:io Platform check so the system-notification
path only fires when *both* the framework target *and* the actual OS
are android. macOS / linux / windows tests get the same protection.
