docs(review): add review guidance

Why

We need a simple way to test repo-level review guidance after support for it was added in #3183. This is a followup that gives the review bot real instructions to read.

What changed

This adds review guidance that mostly matches the current cloud review rules, so the first review should behave the same as before. It then makes one small good change to the summary guidance so a later review can show that the repo instructions changed. The summary now asks for a short executive summary, which should make review results easier to scan.

How to test

1. Open a code review with repo instructions enabled.
2. Check that the review follows the same issue rules and comment format as before.
3. Push another change and check that the summary includes an executive summary.
