Changed Targetframework to 4.8, so that Windows 10 1909+ don't need to install .NET Framework 4.8.1.
For Winodws 7, Windows 8.x and older Windows 10 you still need to download .NET Framework 4.8 or higher (Classic one)
Changed AssemblyInfo.cs to fit installer version and minor other things.
Adjusted README.md to mention required .Net Framework Version
