Updates to file reporter, including browser state memory and custom resolution identifying.

Allows File Reporter to open a system browser in the last use state, instead of always defaulting to the user's documents folder.

Allows a new category of "Set Rules" to use custom resolutions. Either width, and/or height can be applied to identify file conformity.

Rev 10/04/23: Added version to include all windows dependency DLLs as a result of some failures in Windows 11. This should solve the error of "The code execution cannot proceed becaus XojoGUIFramework64.dll was not found".
