OpenWhisper 2.5.1

Windows update recovery

• Routes affected 2.4.x Windows installations through the verified per-user setup package instead of the native updater path that can reject a valid installation registration.
• Upgrades the existing OpenWhisper installation in place. Settings, history, recordings, downloaded components, and model caches are preserved.
• Existing installations skip the fresh-install Welcome, License, destination, Start Menu, and task pages while retaining the final Install confirmation.
• Repairs the native updater for future releases: a parseable stale Add/Remove Programs version is healed after a successful update instead of blocking it.

This is intentionally a setup-only Windows recovery release. The native update archive will return in the next release after the fixed updater has been soaked from 2.5.1.
