* fix: add retry if 504
- Retry the request after 1s if 504 response (gateway unavailable)
- move README-SECURITY.md to top-level and reference
- Move test config out of code into config files and read during test setup
- Add dev and staging config examples (local only)

* IT tests should go to staging
