Version 0.99.0

Due to a misunderstanding of how semantic versioning worked from my part in regards to release candidates - previous RCs (e.g server-1.0.4-rc1) were intended for v1.0.0, not for a future release of that version. This release resets all components versions to v0.99.0, setting the stage for a proper 1.0.0 release.

I apologize for my oversight and I pledge to you that henceforth, this kind of carelessness won't occur in this repository once more.
