Fixes the crate-v0.12.0 release which had a Cargo.lock version mismatch (Cargo.toml said 0.12.0 but Cargo.lock still had 0.12.0-dev).

No code changes from v0.12.0 — only Cargo.toml and Cargo.lock version correction.
