RouteFM 1.1.0

This release turns RouteFM into an installable, reusable Python router while
preserving the paper-reproduction and file-based workflows.

Highlights

• Add RouteFMRouter.from_pretrained() with automatic, checksum-verified
  checkpoint resolution from AIGNLAI/RouteFM.
• Add a high-level BGE text API: set_context(), route(), and
  route_batch().
• Add predict_arrays() for existing BGE and Qwen embedding pipelines.
• Pin the compatible BAAI/bge-base-en-v1.5 revision for reproducible text
  embeddings.
• Add PyPI metadata, a dedicated package page, Python 3.10/3.12 CI, and a
  Trusted Publishing workflow.
• Keep the existing .npz CLI fully supported.
