Purpose
- build with art 3.15
- art 3.15 uses c++ methodology explicitly
- only e28 (gcc. v13_1_0) is supported

- This release is based on larsoft v10_24_00
Migration notes
- built with nulite v3_24_00
- toyExperiment has been dropped from the art/critic distribution
- use of RooInt and RooDouble in PhotonLibrary
- RooInt.h was removed from root 6.30.00. RooDouble remained in that release but becomes private in more recent root releases.
- RooDouble and RooInt were meant to be internally used by RooFit unit tests for storing reference results. Unfortunately, they attracted some attention because of their generic name, and some people (not only larsim) thought they are what you should use for storing "int" and "double" in ROOT files in general.
- a solution using TParameter was provided by the ROOT team
