Adds additional_s3_access variable in the department module to allow a department access to another S3 bucket. Specific paths can be provided to limit access, providing an empty list or null will grant permissions for the whole bucket.
Creates a new bucket and glue catalog database for the nec housing migration database.
Grants the housing department access to the new bucket.
