Version_0.0.11: CMake: only honor FETCHCONTENT_SOURCE_DIR override when set

FetchContent auto-creates FETCHCONTENT_SOURCE_DIR_<NAME> as empty cache
entries for every dependency it processes, so the local-sibling fallback
guarded on if(DEFINED ...) fired even for transitive deps that were never
given a local override path. It then printed a misleading 'Local sibling
for X not found at ; falling back to remote' (note the empty path) and
unset an already-empty variable. Guard on the value being non-empty so
the message only appears when an override path was actually supplied but
the folder is genuinely missing.
