Implements JA Heady Artifice, which allows automatons to use 2-hour abilities. Retires the automaton abilities ENUM and moves them into mobskills.

What does this pull request do?
Implements Heady Artifice, a Puppetmaster JA that forces the Automaton to use a 2-hour ability based on the head/frame equipped. I followed the wiki for implementation and used my capture to verify its' claims. The only thing I actually found that wasn't mentioned is that the Valoredge will not use Invincible unless fighting a target 4 levels or higher.
NOTE: I know the JA permanently sets the variable on the automaton until its used, that's retail accurate. I went AFK for an hour after using it and my automaton blasted the enemy with EES upon being deployed. the JP Wiki also mentions this is how it works.
