Purpose

• requested patch release
• build with wirecell v0_32_2
  • It fixes run-to-run non-determinism in the Wire-Cell simulation and signal processing that SBND sees in production (identical reruns of DetSim gave different recob::Wire
    output in roughly half the events). SBND needs this in its production stack.
