chore(tooling): release v0.4.5

Generated LVBT repositories now authenticate to GitHub Packages during CI installation, allowing private organization dependencies to install with the workflow token.

The basic, Astro, and Vite templates use the same registry setup as repository-tooling. A repository still needs read access to each private package it consumes; this release does not change package visibility or permissions.
