修复

• 修复同一 Herdr pane 中重启 dsh-tui 后，后续状态不再更新的问题。
• Herdr seq 改为跨进程递增的 epoch 微秒值，并保留进程内严格单调性。
• 保持 HERDR_SOCKET_PATH 直连；socket 失败时才回退 Herdr CLI。
• 新增同 pane 的启动、关闭、再次启动回归测试。
