Garbage Day 3.3.0-beta.1

New config options -
ExcludedGarbage to prevent specific garbage cans from being replaced.
SkipFestival to skip the current pickup day if today is a festival.

Instead of Garbage Days being set to a day of the week, it is now set to any days of the month.

EnablePrismatic is now more noticeable, when a garbage can is carrying a special item, the can will now shake.
