Resistor v0.26.0 — Docker-free native EDA

Resistor v0.26.0 changes the default desktop and source EDA runtime to a local native engine. Docker is now an optional, explicitly selected runtime.

• Windows x64, Linux x64, Apple Silicon and Intel Mac packages include Python 3.13.16, KLayout 0.30.5, ngspice 47 and public SKY130A models/technology data. Circuit/layout editing, hierarchy, GDSII/OASIS and supported SPICE analysis run without Docker or a separate Python installation.
• Existing circuit nodes, units, engine APIs, SQLite projects and result history are preserved. Safe migration stops only the matching idle application engine; it never deletes its container or data. Results from a changed engine are marked stale.
• Native Magic/Netgen, Yosys/Icarus and commercial integrations remain optional tools. Windows physical flows use an independent Ubuntu WSL distribution; Docker Desktop distributions are excluded. Missing tools and unexecuted checks do not become PASS.
• Real packaged tests exercised sandbox IPC, an offline GDS viewer and ngspice output on all four build architectures. Host tests checked GDS/OASIS round trips, an ideal divider (0.9 V, 90 microampere), a SKY130 inverter, restart preservation, authentication and busy-job protection. Linux CI additionally executed native DRC/LVS/PEX and post-layout RC analysis.
• Mac arm64/x64 installation/data-preservation tests and final archive code-signature/seal checks passed. Python no longer modifies the signed app bundle. Apple Developer ID signing and notarization are not complete. Windows installer UI installation/uninstallation and Authenticode trust are not claimed.

Preview release: public verification decks are not foundry signoff. The independent Windows WSL runtime is implemented but has not been exercised on this Windows host. Broad Linux distribution/hardware compatibility is not established by Ubuntu CI.
