v0.3.2

This release deals with the package build process and producing wheels for all the platforms, fixing Windows builds, and streamlining the release process with tools/release.py.

No changes on the binding itself beyond 0.3.1, which is considered feature complete.

At the time of release this package still not on PyPI, that is expected to require some documentation and metadata updates with a further version number bump.
