Initial update checker release + news fetching tests

This release already has the main part of the program implemented.
It can check how many packages need updating, see if they are critical or not and log the results.
It also as a very barebones and unfinished news fetching part.
This is my first ever release so I would love to hear some feedback even if it is negative!
