Added trace_get_sctp(), trace_get_next_sctp_chunk() and trace_get_next_sctp_data_chunk() API methods to support easier parsing of SCTP packets.

Fixed bug where trace_get_layer3() would return an incorrect pointer if a packet captured using ring: had been modified using trace_strip_packet().

Added ability to set the MTU for a dpdk: input by adding a parameter to the URI (e.g. dpdk:0000:84:00.0?mtu=9000).
