Perform man3 cleanup and unification with removing inconsistently used man3 section parts 3hal, 3rtapi and 3hm2 as mentioned in #3057 (comment). This is also preferred when moving to asciidoctor because there are some differences in how manpage aliases are generated.
The PR makes all the manpages use section 3. The APIs already use hal_, rtapi_ and hm2_ as prefix. There should be no collision problem for the man pages.
