Really weird what Weblate pushed here 6 month ago. Any reason that we keep this file?

Looks very much like a temporary file that got committed.
It is valid UTF-8 (at least, isutf8 doesn't complain), so not malicious by encoding. There are also no embedded \xHH, \uXXXX, \Uxxxxxxxx or \[0-3][0-7]{0,2} escapes, nor could I find web-like code point entries. So it looks like an "accidental" commit by weblate.
