Document-intake hardening release for K-ResDev.

Added

  • DOCX text extraction with paragraph provenance
  • XLSX row text extraction with sheet/row provenance
  • HWPX zip/XML text extraction
  • PDF text extraction through pypdf
  • Optional binary .hwp adapter through rhwp dump when an rhwp CLI is installed
  • Document-level evidence candidate extraction for KPI, milestone, budget, metric/result, and decision/action lines
  • Project profile schema and template for future verified agency profiles

Safety notes

  • .hwp parsing is optional; if rhwp is unavailable K-ResDev marks extraction as needs_review rather than pretending text was parsed.
  • Agency-specific official rules/templates remain intentionally unverified placeholders.
