Highlights:

• Adds profile-review CLI/API for profile promotion readiness checks.
• Writes reports/profile-review.md and state/profile-review.json without mutating project profiles.
• Checks profile source records, local source file/hash freshness, reviewer identity, retrieved date, applicability notes, verified review status, and unresolved risk flags.
• Integrates profile review into workspace doctor, next actions, workspace summary, review pack, operational Markdown filtering, schema/templates, and workspace trace.
• Keeps promotion as a human-controlled decision. can_promote=true means local metadata is ready for human review, not official certification.

• python -m pytest -> 228 passed
• python -m compileall src -> passed
• git diff --check and git diff --cached --check -> passed
• CLI smoke for init-workspace --profile iris-innopolis-2026-017795, profile-review, validate-json profile-review, and workspace-review-pack -> passed
