Agency Profile Pack Readiness Dashboard release.

Highlights:

• Added profile-pack-readiness CLI/API.
• Aggregates profile-source queue, fix-plan, fix-review, profile-integrity, profile-review, promotion, apply/revoke, and lifecycle signals into a profile-level readiness dashboard.
• Writes reports/profile-pack-readiness.md and state/profile-pack-readiness.json.
• Adds profile-level blockers for source queue findings, open fix actions, unresolved fix reviews, profile integrity/review gaps, promotion/apply/revoke pending states, and lifecycle drift.
• Integrates readiness counts into doctor, next-actions, workspace-summary, workspace-review-pack, operational Markdown filtering, and workspace-trace.
• Bumped package to 0.1.0b45.

Validation:

• python -m pytest -> 284 passed
• python -m compileall src -> passed
• git diff --check and git diff --cached --check -> passed
• python -m k_resdev_skill --version -> k-resdev 0.1.0b45
• CLI smoke for init/profile-pack-readiness/validate-json -> passed
• quick_validate.py is not present in this repository.
