Description

Adjust the GitHub→GitLab mirror logic to treat GitLab emptiness based only on empty_repo, then gate push behavior on whether the GitHub clone has any refs. If the source has no refs and GitLab is non-empty, the job now fails to avoid leaving stale refs; if both are empty, it skips push cleanly. Incremental seeding and --mirror push now run only when source refs exist.
