fix(packaging/windows): Allow WiX installer downgrades

Description

Update the Windows installer to permit downgrades between installed versions and set REINSTALLMODE=amus so MSI reinstalls refresh files more reliably during version changes.

Same as LizardByte/Sunshine#5435
