chore: Add CLion run configuration for 'sunshine'

Description

Add IDE run configuration at .run/sunshine.run.xml for a CMake application target named 'sunshine'. Sets PROGRAM_PARAMS to "port=37989 sunshine_name=CLion-$ModuleName$-$CMakeCurrentProfileName$", uses Release config, and enables build-before-run.
