fix!: publish to GitHub releases instead of dist branch

Description

This PR changes the way the pre builds are published. Publishing via a git branch is causing the git directory of this repo and any repos that use this as a submodule to grow excessively large.

dist branch will no longer be updated after this is merged, which means changes will be required inside of Sunshine (or other repos that use this) to use the new versions. After the next Sunshine stable release, the dist branch will be deleted.

• test Sunshine still builds with FFmpeg archives
• update branch protection rules
