Fixes the CRITICAL 1.9.12 defect: the shipped wheel and sdist omitted autoconfig.py while cli.py imports it, so 'ultramemory configure' raised ImportError on every pip install. 1.9.13 ships autoconfig.py in both artifacts (verified: fresh-venv pip install + configure --help exit 0). Also: consent-plan copy now says 9 UltraMemory tools (matching the 9-tool ULTRAMEMORY_TOOLS list incl. playbook_write), test fixture updated (70/70 green), full manifest lockstep to 1.9.13, KIT_VERSION drift fixed (1.9.10 -> 1.9.13). Both packages on PyPI: ultramemory-hermes 1.9.13 + ultramemory-mcp 1.9.13.
