The paste queue is for moving several pieces of text somewhere in order.
Press ⌘' to turn it on. A small window appears. Now everything you copy goes into it. Switch to where you want to paste and press ⌘V: the first item gets pasted. Press ⌘V again for the second, and so on. When you reach the end, it starts over from the top. Used items are greyed out, and you can click any item to make it the next one.
⇧⌘C is the shortcut I use most. Select a column of values, for example order numbers in a spreadsheet, press ⇧⌘C and every line becomes its own item in the queue. Then fill a web form field by field with ⌘V, Tab, ⌘V, Tab.
Hiding the window with ⌘' keeps the items. ⇧⌘X empties the queue. While the queue is empty, ⌘V works exactly like normal.
