sqlcipher-src 419.0.5+sqlcipher-4.19.0-sqlite-3.53.4-libtomcrypt-1.18.2 on crates.io.

This release ships only SQLCipher and libtomcrypt sources. WASM_SOURCE_FILE and WASM_BINDINGS_FILE are removed, and the Wasm wrapper and its bindings now live in sqlite-wasm-rs, whose sqlcipher feature builds from this crate.
