feat: add MQTT logging support to Component class

- Introduced logging configuration with logs_enabled attribute, defaulting to disabled.
- Implemented _setup_mqtt_logging method to initialize MQTT logging handler once component_id is available.
- Updated publish_cfg method to include logs_enabled in the configuration payload.
- Ensured MQTT logging handler is only added if not already present, improving logging management.
