feat: add scoped cfg command handlers and granular cfg publishing

Split publish_cfg into publish_cfg_general, publish_cfg_logging,
publish_cfg_telemetry. Add _parse_cfg_set_payload helper and default
on_cmd_cfg_logging_set / on_cmd_cfg_telemetry_set implementations.
publish_cfg_set_result now accepts action parameter for scoped result topics.
