Initial commit: LUCID LED strip component

- Port led_truss FastAPI service into a LUCID component (MQTT-driven)
- Dual WS281x strip controller (hardware.py) with configurable counts/pins
- Effect orchestration (effects/__init__.py) and 9 effect modules (glow, wave,
  color_wipe, color_fade, sparkle, rainbow, rainbow_cycle, theater_chase,
  running)
- LEDStripComponent: standard LUCID lifecycle + cmd/effect/* handlers and
  evt/effect/*/result; state includes brightness, current_effect, strip config
- rpi-ws281x as required dependency; Mac dev uses make setup-venv (--no-deps
  + explicit deps) for tests and wheel build; Pi install via agent-core
  cmd/components/install with no extras
- Contract tests with stubbed rpi_ws281x; README with MQTT install payload example
