fix: subscribe to ros publisher cmd topics before ROS spin loop connects

The agent was silently dropping all optitrack_pose/cmd_vel commands because
getattr checked _ros_pubs (empty at startup) instead of the static config
list. Cmd topics were never subscribed so messages were never received.
