Chain of Responsibility Pattern — v1
Overview
This release contains the implementation of the Chain of Responsibility behavioral design pattern applied to an academic workflow for handling student requests.
The system represents a chain of academic handlers:
Instructor → Professor → Coordinator → Secretary → Dean's Office
Each handler evaluates whether it is responsible for processing a request. If not, the request is automatically passed to the next handler in the chain.

Purpose
The implementation demonstrates how the Chain of Responsibility pattern reduces coupling between the client and the specific handler responsible for each request.
The client only needs to send the request to the first handler in the chain, while the system determines which handler should process it.
